In our discussion about migration, dear Dr. Shabbir wrote that persecution and a receptive location would be prerequisites for migration for a true Islamic State.
My conclusion was that we can live anywhere we are and promote humanity by means of the Quran and its teachings (i.e. migration is not necessary, even if a true Islamic State is present but there is not any persecution against us).
Dear Dr. Shabbir, please correct me if i am wrong.

But I think "all those who do not rule or judge by the Quran" are Kafir (5:44-47).
