Victims who have most sympathy are usually the ones perceived as being innocent.
The Palestinians from the PLO to Hamas are seen as the guilty party and their legitimate rights and human rights violations against them are secondary.
If muslims stop blowing up innocent people, show themselves to be victims where they have a legitimate cause, then maybe, just maybe, they will attract sympathy.
