You can pass any number of Laws. But the important thing is NOT the Laws but the REALITY. Are the Laws Observed in Real Life? If not, do the victims, the Dalits and Advasis, have the capacity or ability to seek redress through the Laws?
In other words, have these Laws made any Difference to the lives of the Dalits and Advasis? That is the Acid Test.
