In a truly Qur'anic State, resources will be available to all and will not be allowed to be monopolised by individuals who benefit from this at the expense of others.
The state would provide pensions, healthcare, education and all basic living needs using the wealth generated by people who invest their income in the state so that they and all benefit. This is free enterprise with a strong social element attached to it.
Whatever is done must agree with this and I believe G.A.P had this in mind.
A society needs to build homes for all and this does not stop individuals from owing their own home.
Homes, now, may be bought and rented out. What cannot or should not be done is for a landlord to buy multiple homes, with or without loans, rent them out at the expense of others who cannot then buy homes for themselves because the landlords have them. Having a home over one's head should not be a business for some but a right for all.
This is my opinion, opinions may change with circumstances or further reflection.
