He was responding to an 8 year old and phrased his answer accordingly.
"Why have we not gone back to the Moon in such a long time"
Gets the response "
"That is not the question of an 8 year old, that is my question, I want to know we did not go there and if we did not go there it would be nice to know why it did not happen so in the future if we want to keep doing something we need to know why something stopped in the past and we want to keep it going"
He clearly responded to the question that we have never gone there IN A LONG TIME, not that we have never gone there at all!
He said that if something had stopped in the past then why was this, and if we had never been there he would not have used the word STOPPED. You cannot stop something unless it as going on in the first place!
Selective reading of words out of context does not make for truth, just further misleading of facts.
I have used the phrase scientific illiterates for those who do not know an atom from an apple but want to preach about a flat earth, now they are just plain illiterates, or else they have Wernicke's aphasia!
