Ramadan and fasting's main purpose is Character building ( Taqwa). Ramadan is being followed since 15 centuries, lets see where do muslim stand today when compared with non fasting or non muslims.

As per this 40 nations international survey on human development including character various countries stand as per their maturity.
On top is Norway and the first muslim country Saudi arabia stands at 38. Rest are way below.

Therefore the practice of fasting is not helping buildup good character in general ( purpose of Ramadan). The reason is not ramadan itself but lack of education without which good character can not rise. Unfortunately hardly any attention is paid on this issue but mostly on ritual practices, like food, prayers, aitikaf and umraas, which are all combined not paying any dividend. (Even education is debatable, may not be true )

In my life time i have not seen any improvemnet in any muslim country in general population.
According to Tableeghi Jamaat of Pakistan's data only 8% population fast, rest just act.
