My understanding of female testimony verse ,Plz Cm

For some time, I'm researching on the verse of Surah Baqarah. During this time, I found the teachings of Respected teacher Dr. Shabbir and Respected Jawaid Ahmed very helpful.
I want to present the summary of my research , please comment and correct it if it is not true completely . Some of the sources :

Jawaid Ahmed : The verse is regarding loans and not criminal acts where the more witnesses giving evidence in the case the better should be the justice .
When a man loans a sum of money to a family member, a friend, a needy neighbour etc then this is not a serious matter but in order to be fair the loan amount and
time for repayment must be put down in writing and this agreement signed by the witnesses that this is correct, or at least witness the written agreement and they can confirm verbally that it is so.
Witnesses are firstly two men, since it is men that are usually the movers and shakers in their families and society in general [men have to maintain and support women when they are in need,
but the Quran does not state that women must maintain men, although there are many women that are more capable than the average man].
The next best thing is one man and two women have to witness this, but only one woman would be called to testify if the need arises.
Since women are not usually involved in these affairs [although the Quran makes them so by telling them they can step forward and be witnesses] if one is unavailable the other can attend.

Jawaid Ahemd : As per your loans and women question, the Quran has this requirement for
this only and it is up to society with due reflection/consultation to apply it or not to other things.

«My conclusion»

Q1 - Does instruction ('two men' or 'one man + one woman + an optional supporter woman') pertain to all types of financial transactions ?
Answer- No , it only pertains to the loan transactions.

Q2 - Should the government (Islamic state) apply this instruction for all types of loan transactions ,even formal loan transactions such as loan transactions between companies ?
Answer- No , The use of this command relates only to simple/minor loan transactions between ordinary people ,such as between a man and his neighbour , his family member etc not a transaction between Microsoft and Apple !

Q3- Case 1: There is no man and there are two women. Case 2 : There are some men and there are two financial expert women.
In Case 1&2 , can we take those two women as witnesses and ignore men ?
Answer- I do not know !! [It needs edit]

Q4- Does a modern society need this law at all ?
A- I do not know. [It also needs edit with your help]
