"It appears that this decision of Allah is based upon a certain knowledge and a past that we do not have any conscious memory of."
Please explain "no access to past conscious memory".
If I have understood this sentence correctly, then I disagree with it. There is no past knowledge. What knowledge we have is written into our brains as we become conscious and is influenced by upbringing, culture etc. Memory can go into the unconscious where we cannot have access to it, but it is still ours.
We can be raised to think with an open mind, or become the deaf, dumb and blind to reason no matter how reasonable it is.
So when we come across a truth, our 'programmed by culture brains' either accepts it or not and it is OUR DECISION, not any hidden past unconscious memory to keep us from the truth.
