No brother, I did not mean this. It is your wrong inference from my post, or my post was confusing? It is Quran which states so.
[2:183]: O you who have believed, decreed upon you is fasting as it was decreed upon those before you that you may attain Taqwa.
Further, the month of ramadan has a special significance with respect to the Quran, see 2:185. Muslims are supposed to adopt this Taqwa via practicing the book during all 12 months including the remaining 11 months. This month of Ramadan is more intense because it restrains them from halal-permissible things. During remaining 11 months, they are only required to restrain themselves from haram-impermissible. Why majority of the Muslims cannot attain taqwa even during the month of Ramadan is not knowing what and how exactly Ramadan is supposed to make them achieve tawqa.

Dear brother, you are mixing what ought to be and what it is, what is past and what is present. When Muslims understood and practiced Quran, they were elevated to the highest level as you said. But when they deserted the book, and started running after rewards, they fell from the grace, despite record number of them hitting the ground. This is how they lost Taqwa.
