Please restate why you are quoting me 33:12 as it speaks about hypocrites, who did not believe properly, running away when any problem occurs.
Your conclusion about 24:41 is wrong and is not a matter of understanding, sorry to say.
24:41 (YA) Seest thou not that it is God Whose praises all beings in the heavens and on earth do celebrate, and the birds (of the air) with wings outspread? Each one knows its own (mode of) prayer and praise. And God knows well all that they do.
Your man and dog analogy does not equate with what is happening in this verse. Note it says all beings in heaven and earth which includes humans and every creature, know their prayer and praise. You cannot separate the way this verse says it into humans=salat and birds etc=tasbih.
To use your analogy:
A man and his dog went to catch food, they did hunting and fishing.
From this statement both went hunting and fishing. If we say that a dog cannot fish because we have never seen a dog fishing, then we will mistakenly assume that the man hunted and fished and the dog hunted only. But from what is written we cannot say a dog cannot fish because it is stated that both do it. They means both. All in 24:41 means ALL.

“Aqeemu Salat=Establish the System that facilitates the following of Divine Commands”
Salat has everything to do with following the commands of Allah in everything we do. As I have repeatedly stated, remembering Allah is knowing what He wants us to do, submitting/following this, going along/doing/tasbih this.
1. What do you mean by the term “system?” Define this “system”.
A1.In a society this ‘obediance’ to the commands of Allah is realised in the way our institutions are set up, the council, parliament, the ‘village’ hall community gathering. Those muslims who attain power in the land set them up according to the commands of Allah, and the result is that a system is made that allows for the commands of Allah to be understood and followed in society.
2. Are “system” and the word “salat” interchangeable?
A2. System is a set of things working together as parts of a mechanism or an interconnecting network; a complex whole. Salat is a concept, not a word, that is used to describe the process [obedience to Allah’s commands] and is the means to establish the system. System and salat is therefore not interchangeable.
3. How does this system look like? What are its various components?
A3. Individuals get up, look up what they need to do, straighten up and get on with it, then at the end of the day reflect upon what they have done.
Collectively, salat manifests itself in the above and village meetings, council halls, parliaments as well as everything that we do, jobs etc. This keeps the permanent values of the Quran in our view at all times.
4. How do you know that this “system” is “facilitating following the Divine Commands” once this “system” is in place?
A4. When everything we do is according to the Quran.

A5. Individual ‘salat’ is collectivised when we step out of our doors and interact with others.
6. Above all, where are “system” and its components listed in the Quran?
A6. The system is running by remembering and following the commands of Allah.
Read: mutual consultation, establishing a just economic system, honesty, no bribes, doing justice and preventing injustice, law and order. These principles are there as a back drop, dare I say the ‘pillars’, for us to develop a just social system. It is left open for every generation who should not tie themselves to their past but use what they think is best from it, always bearing in mind what the Quran says so there should be no shift away from what is right.
