Ijma , Sunna & Tawatur (continuity) are highly misleading terms & Quran clarifies all these misguided terms with an amazing brevity of only two words as "Itiba'a-e-A'aba i.e. following the foot-prints of forefathers which is highly condemnable as a disgrace to human,s free will & wisdom .There is no mention of Sunnat ur-Rasool in Quran but Sunnat ul Allah has been mentioned. Quran being a Book of constitution has only highlighted the broad principles/outlines but no details as these bye-laws/Shariah/Minhaj/Manasik/details will be formulated through mutual consultations by an assembly of highly learned & righteous people according to the needs of changing environments for all times to come. Thus islam is a dynamic & beautiful combination of permanence & change. You can never cross the boundary line of those immutable laws. Even the bye-laws/Shariah of Rasool's time can't be implemented under new environments which will be against the fundamental teachings of Quran. The wisdom behind non-availability of the written record of these details/shariah relating to the era of Rasool also validates their implementation for that transitional period only.
