The important thing which invite your consideration is not the rejection of Hadith by Illama Pervaiz, but is actually his quranic concept of "Ati ullaha wa ati ur rasool" If you understand this concept then it will be very easy to understand the legal status or postion of hadith in Islamic Jurisprudence.
Remember three things
1- Quran is a Constitution of Islamic State. It only gives Basic Laws, not By-Laws
2- By-Laws can be given by Leader (Imam, Ameer-Ul_Moumineen) of Islamic State by Consultation to use Collective Wisdom of humanity and according to the requirements of time and also mental level, inclination, culture of nation, . Rasool being a first leader gave these By-Laws.
3. The network of ulil amar ( subordinate officers who carry and implement the laws of Leader) are duty-bound to implement those Quranic Laws by Allah and By-laws made by State Leader
4. Everybody will follow order of Islam State Leader. One order and one nation. No sunni and No shia. No Mulla and No Sufi. Every individual and every department will follow the single order issued by Islamic State Leader.
No Body can follow Allah until he follows Rasool. But no body can follow Rasool until he follows ulil amar. It simply means that attaa-at of Allah , Rasool and Ulil Amar are not Three in numbers. but actually this is the attaa-at of whole network of authorties of Islamic State
