You have given verse 24:32 as an example. Let us examine more closely with reference to context:
Tell the believing men....
And tell the believing women...
And marry the singles among you, (whether they are widowed, divorced or bachelors). They may marry the righteous among your male and female servants. If they are poor, God will enrich them with His Bounty. For, God is of Infinite means, and He knows all things.
Isn't God addressing the central authority, i.e., The Prophet (SAWS) who is to advise the people what they are to do to keep a just social order in place that is free of lewdness and other ills?
To me the interpretation goes like this: Allah advises The Prophet (SAWS) to advise the people to marry off the singles in the society so as to prevent lewdness in society. They (the singles = unmarried = those without lawful partners) are to be married to righteous wives and husbands. Righteousness is the only criterion for selecting a life partner and poverty should not be a constraint.
