The policy followed by Pakistan on the extradition of foreigners has been first to ask their countries of
origin to take them back.If a country of origin refuses(as is normally the case), we hand the prisoner over to the United States.
I am still looking for the part where Pak Government charged $500 per head for handing over Pakistanis
As for as 'Swaat Deal' I believe it was the present Government, who made this deal with the terrorists,
and when things went out of control and Army did, what they have been doing since Musharraf era, this Government just took the credit for it.
