The Islamic government means Rule of the Qur'an. And how can you establish Rule of the Qur'an without an independent state? In this state, legislation will take place in the boundaries drawn by the Qur'an.".
The Prophet's(s) Hijra from Mecca to Medinah itself is the perfect Gold proof of the need of independent states/regions, where affairs can be run as per Quran. He was right and Medinah ultimately became the power center of the world in that era.
Similarly, after separation, Pakistan has become the power center of the current Islamic world with its nuclear capabilities, Forces, defense, armaments impact on international politics. At the same time, Pakistan also has its turmoils, rifts, wars and other problems, yes, but it is still a young country from the historic aging point of view.
