I think if we understand "Training" as a "Refresher Course" it may make sense. Refresher course in self-discipline. We all have our bad habits like smoking, using foul language, short temper, poor spending habits (fazool kharchi), back-biting, gossip, our wayward behaviours, etc. etc. If we all exercise some self control for this month annually, it may help us better human beings for ourselves and others.
In my view in this month, the Masajids should hold workshops/seminars to help us in acknowledging our bad habits/ways as described above and the ways to self-discipline.
As for those who have a hard time fasting (for whatever reasons) the Qur'an proposes feeding of the poor as a substitute so that a person does not regret having been left out and remains free of guilt.
